In February 2009 the Immigrant Integration Branch of the Ministry of Advanced Education and Labour Market Development initiated a project to develop this BCSAP Stream 1 Operations Policy and Procedures Manual through a consultative approach. CBMercer & Associates was contracted to develop the manual for the Stream One.
Olga Shcherbyna was subcontracted as a Senior Research and Interviewer. In her role, she assisted conducted and recorded interviews with stakeholders across BC; supervised Researcher in data analysis and literature review and assisted in the development of the final version of the Manual. This manual format and content evolved through discussions with these representatives and with other key informants; and through a review of existing policies, procedures, and resources that have been successfully used by service providing organizations since the BCSAP Stream 1 was introduced.
